If You Guys are following Step 1 but not getting any solution then most probably issue may be come from your account as well http://www.facebook.com/accountquality
Check The Quality Of Your Account There and if you find any violation on your account then kindly try to avoid this id linked to be your affected page, just use a fresh profile and start post from there not to share posts from this affected ID cause due to this id your policy issue may still present,
Step-3
Change Your device or internet and share authentic posts for 30 to 90 days, it is observed that infected device may hands in non removing policy issue from pages, yes , you have to overlook your pages and the last way is to change your device and internet as well to overcome the policy issue violation
